It's not manual targeting but close. You have to pay attention to what you have a lock on and then Break Lock. Then make sure you Turn TDC Off before you fire. If it says Turn TDC On you are then good to fire the torpedo you have selected. Practice in Historical Missions first to get the hang of it.
