civil ships (hospital ships, liners) will appear randomly in convoys and as single units in campaign (big liners will be rare, btw) without campaign modifications; if you want to find them in a place and in a choosed day, you can open your campaign.scr and add them; and yes, if you want to see them in harbour, you need to script
warships (cruisers, aircraft carriers and battleships) need to be scripted in campaign.scr
