According to my colleagues at , section 15 is the “Violence” guideline, and subsection 3 states the following:

15.3 “Enemies” within the context of a game cannot solely target a specific race, culture, a real government or corporation, or any other real entity.

Since the original version had only the USN campaign and as such the only enemy was "Japan", this was considered a violation of the above guideline. Solution was easy, pull the flags immediately, then add the IJN campaign along with the flags in a subsequent update.
