What are your AA and "Adaptive" AA settings?
The only thing I can think of is you have Adaptive AA (which is linked to AA on an ATI card) turned up
very high. That's the only thing which could cause such framerate drops when torpedo explosions go off (my lowly X800 has no problems with torpedo explosions).
