That is an awesome haul for an early access game and has probably kept the devs afloat for the years, plus the publisher is probably funding a few things as well.
From what I have seen so far it is a modern sub simulator in all sense of the simulator world, aka Silent Hunter style. So at the very least there is this community of subsim folks that will enjoy the game.
I'm buying it now just to support it, in hopes that they game enough momentum to finish it but also to build the "Allies" fleet boat version which wouldnt be much of a stretch to do after the fact.

actually full/partial price is different in different regions. Advanced Western Countries pay full price in euro/dollars. All others according local steam koefficent**. So it's not more than 1.2 -1.4 million dollars
Alos you have to deduct steam and publisher shares. Developers got only 12% of price according my data
