Oh, well that's exactly how it worked in SCX. The problem is that you don't want the SSBN on its own side (although as a sub that might not be a big issue) and that you generally don't want it to fire on any land target. Yes, its an easy workaround, but a true scripted launch is better than an automatic engagement.
