I do not think the Aleutian Campaign ever got finished
It was started in TMO 1.6 (I think) but was only ever an experimental
I do not think Ducimus ever finished it

And - on the top of that - the original FOTRS team maybe did not look at it?

Try a Pearl or Freemantle start and see if you make any progress

I have a feeling the Aleutian campaign is bare bones and unfinished
