The TAI and Nav Map tabs have 2 patches in TDW's Options File Editor Viewer.
I agree that the speed does not show in the game.
Have you tried with just 1 patch in each Tab enabled?
It could be down to a realism setting in the game play settings when the New Career was started.
I would expect to see it on the easy setting as it only accounts to a difficulty level of 2%.
