What is the trouble with DX 9? Are you in Admin mode? Is your Windows User Account Control ( UAC) protected? DX 9 is WIN genuine, the one from Microsoft directly, so it should work. Here is some useful information:

First Thank you so much for taking time to help me.
You were on to something, I never thought about deactivating the mods and trying them one by one. The Widescreen mod is where the issue is occurring and I'm not sure why, this was one of the major changes I was looking forward to. Any Ideas?
