Sounds like you have a corruption somewhere.
When exactly did you discover that the stopwatch was not working?
If this is your 1st patrol then you can delete your current save and start a New Campaign.
As soon as you are on the bridge in the bunker you can then test and see if the icon now works.
If it still does not work, then I would go back to square 1 and disable the mods down to TDW’s New UI, delete it, and install a new one.
Enable the rest of your mods and see if the game loads ok, and test again.
Unless someone knows differently that would be where to look.
