from the date he reported, I am sure that Stoli got a renown penalty for sinking the Finnish merchant. Nonetheless, if he did it a week later, he could have done it free of penalty.
This is the reason: when I deviced the core of OH's DefSides.cfg, I added several "free" navies and merchant fleets. Likewise Free France, they got a different diplomatic posture than the one officially assumed by their country. In our case, an allied "FreeFinland" faction is set from 16 Sept 1939 (when the Finnish steam merchant 'Suomen Poika', carrying contraband to Britain, was captured by U-41) to 24 Jun 1940 (when Finland becomes a cobelligerent of Germany):

Within the above timeframe, any ship sailing under the Finnish flag can be either Finnish (thus a neutral ship) or FreeFinnish (thus an enemy smuggling ship).
