Started work on OHII v2

So far it has:-
the patch from 1.9
Added the speed and traffic fix
fixed bug in TurningPoint where base was set to Penang

(from test with MG)
Lots of work on the air layers
Added hell of Biscay from 1943 onward (schnorkel now required

)
Removed all "sink ships or tonnage" from all campaigns objectives - now objectives are to patrol or attack shipping etc
Re: airlayer
There is still a game bug where if airbases are within range of your dock - air raids will happen as you leave port. These air raids will cause ctd given enough time.

To stop this I have had to keep the air attacks just out of range of the ports.
So this is not the airlayer that I wanted, but it will increase the air attacks on you at sea
