I have a feeling, based on some info and stuff I've seen that the crossbow stuff is correct (the files are in the Skyrim directories), and that the Vampire stuff might be true (based on different eye colour of the PC in the picture.)
Because his eye colour is different then that of the Skyrim vampires, I'd have to assume that a new province (i.e.: a new class of vampires) is being added.
