Did you refuel when you first arrived
Did you go to the orange icon for refeuling
When you get there - the tanker set off - you must catch up with it and get within about 1 km before the option appears on your screen.
You can get a refuel with the first orange icon and then you can request one more - keep trying.
When you do get the ok it will appear in the marked area below
