Welcome aboard, and yes your best bet is one of the dedicated SH3 forums since they tend to be frequented by those who are already playing regularly and/or have the most experience with the game and various mods.
You can always do a search of one or both forums using keywords relating to your questions, if nothing comes up don't be afraid to start a new thread and ask away. There may not be many new questions, but there are always new players who need answers. And the regulars don't bite. Much.
