The humor is derrived from the fact that lolcats typically use poor English syntax. In this case, the joke originates from the 'If not seen, please call'. While this phrase would be of no consequence by itself, it plays itself out in that many would call because the invisible bike was not seen, and yet that the bike would likely not be recovered, as it would not be seen, present or not.
