Yep, agreed, you can definitely see to a degree using the scope underwater. On both sub rides I went on, the XO and the Captain used the scope to sweep the area before rising to PD.

Now, does SH or other sub games give you the realistic limits in distance and lighting, I don't know. But in day time, you can see 100 feet or so.
