You can use Mk 16s to destroy fleeing merchants once the escort is looking for you elsewhere or is sunk. Many ships need more than one Mk 37 hit so you can save some torpedoes that way. Just beware that the leading indicator seems to be wrong if you shoot from behind the target, so shoot from directly behind them and fairly close or get ahead of them or you may miss often.
Skipjack(if you sail one) has 6 tubes, making it possible to fire a nice spread of Mk 16 with a good chance to hit something in a convoy. Just remember that their range is only around 10 k yrds, so get close before you fire. Escorts in 68 are vastly less capable than in 84 and are unlikely to see or hear you before you shoot, if even then. I've managed to hit some escorts with mk 16s too, they dont always hear the torps, especially the old Riga class is nearly deaf.
