Is it possible to make the voices speak in english?
If so, could you point me to the mod?

It’s not a mod. When you install the game, you have a choice between German and English voices.

You can’t switch between them except through installation.

The problem is.. TWOS overrides the default setting and shifts to German, regardless of what you do. (At least that is the case for 2.24).

I mean, the mod maintainers get to choose to do whatever they want.. But I don't want to have the game in the German language. I get it, it is a German submarine. But it is also a game.

You can replace the files with English versions.. This could certainly cause issues,so you do it at your own risk:
