Steam Copy not Working outside Steam Directory

I have tried to get a second copy of a steam version of Silent Hunter 4 working outside of the Steam directory tree (for modding/mod testing purposes).

Steps taken:
  1. Uninstall SH4 and SH4 U-Boat missions in Steam application (to clean up old installations)
  2. Install SH4 and SH4 U-Boat missions in Steam application
  3. Copy ../steam/steamapps/common/Silent Hunters of the Pacific to C:/Games/Silent_Hunter_4
  4. Double click sh4 application executable -> Application Load Error 2:0000065558 (or similar)

I have tried switching off Windows Defender.
I have tried deleting all files from steam except the steamapps directory and the steam application executable itself, in order to get a fresh steam install.
I've also tried this with Steam Beta.

I can get a second copy of SH4 up and running under the standard Steam directory (../steam/steamapps/common) though.

Any pointers to get a working clean installation of SH4 outside of C:/../steamapps?

... and if that doesn't work initially, you might have to do what lukterran and dodougla suggest in Post #3 of Peter's thread. A few of the folks lately have been having to start with that. That may have something to do with their Windows' "security" settings.

As you can see from my post that's what I did and it does not achieve the desired result.

Post #3 does not contain any directives that I either
  1. haven't tried
  2. or are possible with the current regular or beta steam application

Steam does not allow me to add another directory to its directory tree (outside of C:\...\steam but still under C:\), nor does it allow me to change the steam root directory to anything other than C:\...\steam.

Steam lets me name my folders and put my Steam games where I want to... You have to log into steam in your browser, and manage it from there. I'm on Windows 7-64. If you're on Windows 8 or 10, you may have to research further into Steam and Windows 10 interactions and attempts to prevent the user from running the computer the way they want.

In the Wolves of the Pacific section of the forum, look at Silent Hunter 4 and Windows 10 for a few clues, such as the Properties tab of the executable and setting the scaling to disabled, run the game as administrator, and using a "memory manager" to gain access to more of the computer's memory. There's a couple other threads and tips mentioned in that thread. I can't find the other threads...

Thanks, I'll look into those threads.
