Hi John have not tried the wolfpack mod at the steel sharks we just used to find the Convoy in single player mode.
When 3-6 players found that convoy i would then write the Multiplayer mission with 3-6 uboat player slots and exact same convoy details would be used same merchants same loadouts same crew experiance same ship positions and like wise for escorts.
To see if the SCR leyer is working run the mission editor and see if the convoys are crossing the Atlantic

I used the mission editor to track convoys to the Rockall Banks area or passing through the CE grids on the Gibraltar and Freetown runs then i would make notes of what that Convoy was and the date and time it reached that area.

On the arctic Convoys id used distance references eg Convoy spotted by longrange German aircraft 185km due south of Bear Island.

back in the day when we had 50 members there would be 4-6 Human wolfpacks with 3-6 Uboats in Rockall Banks Area AM01-AM18 AL63 AM41 2nd group in CF27 CF55 CF 91 3rd Group DT59 DT51 DT28

Some weeks i would be writing six Multiplayer Convoy Missions as well as updating Campaign adding another 50-75 Convoys and squaring away new members.
If a six player Wolfpack could not be all available on the same Evening for say 2 weeks then 3/4 players would meet up attack the Convoy then i would take out the sunk ships and send edited mission to two other players they would do their attack i would remove the ships they sunk then send it to the last player and he would do a lone wolf attack.

Understood, thanks ! Really appreciate your detailed post.
