steelkit is on target, so to speak.

If you man the guns when submerged, those sailors are vulnerable to air and sea attack.

Aye, that's why I usually leave all three (AA, Gun, Repair Crew) unmanned until I really need them and even "evacuate" my deck watch to the repair slot when submerged sometimes.
