The roots of the blue-water submarines that devastated the Japanese fleet in World War II can be traced back to the first years of the 20th century and the Navy’s dissatisfaction with the submarines it purchased in World War I. At that time, the Navy bought essentially off-the-shelf submarines from private contractors and had little or no control over the designs. The contractors offered small, coastal, limited-mission submarines, but the Navy envisioned a much larger “fleet” submarine.
