Weather I roll for the Winter weather effects and look on the winter table:
http://img266.imageshack.us/img266/325/wintereffectsdg8.jpg
For the Winter Weather effects in the Europe I rolled a 1! This is a very mild winter, by Russian standards.
For the Russia zone (eastern front hexes east of the nazi-soviet pact line) there is a +5 modifier, and this is reduced by the winter preparation level. Finns, Swedes and Russians have a winter preparation level (WPL) of 6 (the maximum), Japanese have a WPL of 2. Everyone else has a WPL of 0, unless you research it. you also acquire WPL from turns fighting in the Russia zone, as a result of experience.
SO for Russian and Finnish soldiers this winter has 1+5-6=no effect!
Note for the axis:
In addition, if the Axis did not exploit in the Russian winter zone in the preceding Fall turn, the Axis winter preparation level for that winter is increased by one; and if the Axis did not conduct any offensive air operations in the Russian winter zone in the preceding Fall turn, the Axis winter preparation level for that winter is also increased by one (+1 for each, +2 for both).
Other winter effects :
Sea invasions in Eastern and western front hexes are prohibited (no sea invasion of norway!)
Breakthroughs may not be created in western or eastern mountain hexes
Northern lakes are frozen. Lakes above Leningrad are frozen solid and may be crossed as if they were clear terrain.
Other European winter affected areas:
Western front hexes are deemed to have the equivalent of a 6 result before winter preparation is taken into account. This means NO armoured exploutation this turn.
European MEditeranean front has a winter effect of 4, which means that limited armooured exploitation is possible. (-4 on movement) unless winter preparation has been achieved.
Siberia, mongolia and Tannu Tavu
I roll a 2 for Siberia =5 gives 7. WPL affects this, so for russians it is a 1 result, for japanese, a 5 result.
