Hey When i try to patch it says "It Appears Dangerous Waters is not Installed On this Machine. Please Install Dangerous Waters Befor Attempting To run this Patch.

I have buyed digital version is that why it wont work?

i`v installed and played it its the official patch from the official website i cant play on gamespy either

What version of the game do you have exactly? Is it the STEAM version? And what does the Loading screen say when you start up the game ... if it says 1.04 Build 378 (I think it was build 378 ... ) then you are good to go and dont need to apply a patch.
