I must give up on this. I'm not an expert on non german boats.

Really, you're giving up?
This must be tougher than I anticipated...
Ok, here's a little hint:
These boats are also "Ingenieurskantoor voor Scheepsbouw" projects like the Type IA.

Could it be that this boats were build for Finnland and is the smaler boat by any chance a mine layer ?

Not Finnish, either, but one of them was indeed a minelayer.

The sub on the left is the minelayer right ?

Romania 929 ????
Bingo!:D
The one on the left is indeed yard number #929, S1-"Rechinul", the other one being the mine-layer S2-"Marsuinul".
Frankly, I'm amazed it took this long, since the boats have an unmistakable German shape (conning towers and netcutter on S2) so they were easily identifiable as IvS projects and the numbers "S1" and "S2" are plainly visible in the picture.
