fellow surface ship won't maneuver when attacked why?

I'm making some single patrols with the playable Bismarck and the pocket BBs. When I engage the enemy the pocket bb will fire her guns but wont maneuver or change coarse at all, but the enemy ships will manueuver and change coarse when attacked.:hmmm: So how do I get the pocket BB to maneuver when attacked? The game must have the AI for it because the enemy ships shooting back at us change coarse and maneuver.
